Correspondence/Office Report – Yvonne Thayer. Secretary/Treasurer

  1. Permits: None

  2. ISR (Identified Sites Registry) A registry used by Pipeline Companies for Safety purposes to identify whether segments of their pipeline should be classified as High Consequence Areas at sites where 20 or more people gather at a single time on a regular basis. Login information was included. Ms. Thayer requests input from Council on responding.

  3. Resolution re: Venango Borough/Cambridge Springs Borough Comprehensive Joint Planning effort. Printed, secured signatures, scanned and emailed to Mr. Carl Archacki and Ms. Kim Radler as requested by Planning Commission.

  4. Crawford County Borough Association Meeting and Dinner Meeting 6:00 pm Riverside Golf Course Kelly Ballroom. Reservations requested by October 7, 2026.

  5. Craig Kennedy, PennDOT Municipal Services Specialist, regarding crosswalk signs request. Borough may purchase and install as needed.

  6. Steve Shettler, PennDOT Project Manager 8/5/2026 information concerning Scoping Field View of Cussewago Street/ (River Street) French Creek bridge replacement. Follow up information for meeting to be held on site at Bridge on September 15, 2026, 10:00 am to 11 am. Wear appropriate PPE (hard hat, safety vest, close-toes shoes).

  7. Website Development is continuing w/PC member, Marcus Masternak, Ms. Thayer, and Jessica Lewis, website webmaster will meet Sept 4 for updates and organization of site. They recommend that the website includes a Link to the Proposed Borough Zoning Ordinance which can then be available for public perusal prior to a future public meeting about the ordinance. They will also create a general Borough Calendar which will include meetings and other events such as Clean-up Day, etc.

  8. Conversation with advertising rep of Meadville Tribune: The Legal Ad for pending adoption of the Borough’s new Zoning Ordinance will include a link to the document.

  9. Snow-plowing Bid Request-advertisement sent to Meadville Tribune was published 8/27/2006.

  10. Post Office property condition Letter, signed by Mr. Blystone, Mr. Thayer, Mr. Walsh, was mailed with 27 photographs to Tom Clark, JHCH Properties # 2 LLP. A second letter to this property owner will sent this coming week.

  11. Beginning in September Ms. Thayer will email a draft of that month’s minutes to Council Members for their reference and as a reminder of various items discussed and voted on; and to guide their various committees as they meet and take actions in planning for the coming month’s Council meeting.

  12. Ms. Thayer apologizes for prematurely emailing the new zoning ordinance draft to Council members. It did not include Zoning Officer, Gary Johnson’s edits. That document is forthcoming. 

  13. PSAB NEMO Boot Camp Materials were received via email 8/28/2026. A check for $150 Payment will be sent out this week.


  1. SWIF State Worker’s Insurance Fund (VVFD workman’s compensation): Ms. Thayer will create and send proportional invoices to the municipalities that are served by the VVFD. (Cambridge Twp., Cussewago Twp., Hayfield Twp., Woodcock Boro, & Woodcock Twp., including Venango Boro & Twp.)

Committee Reports (According to PSAB, council committees need a Chair and a Secretary (to keep notes/minutes) and should provide a monthly report to Council.) Please check for member accuracy.

History Judith Stoll-Chair,Kim Loreno-Secretary, Polly Klinginsmith, Ari Knot – The Committee is working with the VFW Post #169 to plan an event for Veterans Day. The Committee has discovered a few funding resources, some of which were restored by the Federal Government, with a focus on saving the Mill. Ms. Stoll said that before anything else is pursued, including funding, the building needs to be transferred to another owner. Property owner, Mr. Olenik, did have an interest in doing that at one time. The Committee would welcome others’ input.
